2026 Hazard Mitigation Plan (HMP) Update

The Pikes Peak Regional Office of Emergency Management (PPROEM) will be updating the 2020 Hazard Mitigation Plan that includes El Paso County and its eight municipalities, including the City of Colorado Springs. The update of this plan allows the county and participating jurisdictions to continue to be eligible for future pre- and post-disaster mitigation funding.

Feedback requested on draft plan

The Pikes Peak Regional Office of Emergency Management (PPROEM) is asking residents for their feedback on the 2026 Pikes Peak Regional Multi-Hazard Mitigation Plan. The plan includes El Paso County and its eight municipalities, including the City of Colorado Springs. The public comment period will open October 20, 2025, and will remain open through November 3, 2025. Email any comments to mitigation@elpasoco.com.

Public Meetings

PPROEM will host a series of meetings for the Hazard Mitigation Planning Team throughout the plan update process. The following meetings are open to the public. Click the links below to register to register to attend the meetings virtually.

  • June 11, 2025, 1-3 p.m.: Mitigation Actions
  • July 15, 2025, 1-2 p.m.: Risk Assessment
  • July 31, 2025, 2-3 p.m.: Mitigation Strategy Workshop
  • Oct. 21, 2025, 10-11 a.m.: Draft Plan Review
    • In-person at 3755 Mark Dabling Blvd.
  • Oct. 21, 2025, 5:30-6:30 p.m.: 2nd Public Meeting (In-Person)
