Purpose
The El Paso County Board of County Commissioners established the Local Emergency Planning Committee (LEPC) for the administration of a federal program for the development and review of chemical emergency response plans, collecting information about corporate and public use and storage of hazardous chemicals, to help fire and Hazmat officers safely respond to an incident, and to help citizens exercise their rights under the Federal Emergency Planning and Community Right to Know Act.

Meetings
The El Paso County LEPC and Colorado Springs LEPC will continue the practice of holding joint LEPC meetings for 2024. Meetings are held at the Pikes Peak Regional Office of Emergency Management located at 3755 Mark Dabling Blvd, Colorado Springs, CO 80907.

LEPC meetings for 2024 are February 21st, May 15th, August 21st, and November 13th.

Members and Length of Terms
The committee members serve for terms of an indefinite length of time. For current volunteer members or for further information, please contact the Boards and Commissions Administrator at 719-520-6555.

Tier II Deadline
March 1, 2024 is the deadline for submitting Tier II reports.

The state of Colorado has adopted a one stop Tier II reporting system for the state. Tier II reports are filed electronically using the Tier II Submit software, which is a free download. A new version of Tier II Submit was released in December 2020. Please ensure you are using the most recent software version for submissions. Fees for filing Tier II reports can also be paid online. The Colorado CERC will compile Tier II submissions for facilities within El Paso County, and disseminate them to the El Paso County LEPC, which will in turn circulate it to the Colorado Springs LEPC and local fire departments and districts.
